The Alliance at COP29

The 29th Conference of the Parties (COP29) under the United Nations Framework Convention on Climate Change (UNFCCC), is set to take place in Baku, Azerbaijan, from November 11 to 22, 2024. The Alliance brings science and innovation to inform debates on climate finance, the Global Goal on Adaptation, locally led climate action, innovation scaling and climate security.
The context
The 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), otherwise known as ‘COP29’, is happening in Baku, Azerbaijan from 11 to 22 November.
The COP conferences are an annual opportunity to accelerate climate action. Dubbed the ‘finance COP’, this latest climate COP is being billed as an opportunity for the global community to raise its ambition in financing action for adaptation, mitigation and loss and damage.
But the world has yet to meet even current finance targets, and new research by The Alliance of Bioversity and the International Center for Tropical Agriculture shows that the agrifood sector faces a significant climate finance gap — receiving only 0.8 percent of total climate finance.
The authors argue that global agreement is needed on clear definitions of climate finance to strengthen and target financial flows to the agrifood sector. They also demand the establishment of measurable outcomes to be linked to climate finance—such as reduced greenhouse gas emissions or greater adaptation to climate change —as an essential step that would ensure more climate finance reaches smallholder farmers and other people in agricultural value chains.
Our efforts on climate
The Alliance is a research center of the CGIAR global research partnership, which is dedicated to transforming food, land, and water systems in a climate crisis.
The Alliance hosts approximately 200 researchers and staff around the world - one of the largest and fastest growing teams in CGIAR - who contribute to reducing climate risk to food security through world class research on climate mitigation and adaptation.
The Alliance has a compelling legacy of leading, coordinating or complementing CGIAR’s diverse research portfolio around the interrelated challenges of climate change, agriculture and food security through the landmark CCAFS research program.
And The Alliance continues to play this leading role through CGIAR research initiatives like Climate Resilience, Livestock and Climate, AgriLAC Resiliente, Excellence in Agronomy and more.

COP29 will be held at Baku Olympic Stadium, organized into two main zones: the Blue Zone and the Green Zone. The Blue Zone, managed by the UNFCCC, is the formal space for negotiations, official side events, and press events.
The Green Zone serves as a melting pot for a diverse group of stakeholders: from the general public and private enterprises to media, scholars, youth, indigenous communities, NGOs, civil society, creating a vibrant space for dialogue and collaboration alongside official delegates.

Updating NDCs for more ambitious climate mitigation and adaptation in rice, soil and livestock – Official side event

Kyle Dittmer
Research AnalystClimate action on rice, livestock and soil is a major opportunity for climate mitigation and food system resilience, but current NDCs fall short of targets. This event will provide analyze NDCs to identify opportunities & challenges for climate action, including reduction of emissions
South-South Cooperation for Atoms4Food

Juan Lucas Restrepo
Director General of the Alliance of Bioversity International and CIAT, Trustee for Bioversity International UK/USAThis event will showcase successful climate-smart agriculture projects realized through the Joint FAO/IAEA Centre of Nuclear Techniques in Food and Agriculture. At this event, it is foreseen that a high-level representative from Italy in its role as co-chair of the ‘Group of Friends of Food Security’ in Vienna, together with other high-level country delegates, will give particular emphasis to nuclear science and technology in the context of climate-smart agriculture, especially as delivered through the FAO and IAEA ‘Atoms4Food’ initiative. The event will also highlight the benefits of collaborative approaches to climate action at the regional level, including South-South cooperation.

What Next? Advancing the UAE-Belem Work Programme on indicators for the Global Goal on Adaptation

Lucy Njuguna
Postdoctoral FellowThis side event will bring together experts, negotiators, and organizations engaged in adaptation indicators work to share insights, reflect the outcomes of COP29, and exchange ideas to improve the process and outcome of the remaining part of the UAE-Belem Work Programme. Focusing on highly vulnerable sectors such as water and food & agriculture in Africa and through an interactive round table discussion, attendees will consider critical aspects like gender, social inclusion, and institutional capacity building. The event aims to advance practical approaches for developing indicators and tracking progress across scales and sectors.
