Rose Kyotungire Taremwa Former staff

Rose Kyotungire Taremwa is a highly accomplished leader in Human Resources, Operations, Ethics, Finance, and Project Management with over 17 years of progressive experience across international organizations, public institutions, corporate, academic, and NGO sectors. Her expertise spans strategic HR management, employee relations, workplace investigations, policy development, governance, compliance, and operational leadership, with a strong track record of strengthening institutional effectiveness and fostering inclusive, performance-driven workplaces. She promotes ethical work practices and is known for her people-centered leadership style that supports teams to grow both professionally and personally, with a strong commitment to staff wellbeing and positive organizational culture. 

Rose currently serves as the Uganda Country Representative and Global Policy & Employee Relations Lead at the Alliance of Bioversity International and CIAT, where she provides strategic leadership to country operations and leads global HR policy and employee relations frameworks. In this role, she guides HR, administrative, and financial functions, oversees grievance handling, advises on disciplinary matters, ensures positive government and stakeholder relations, and contributes to organizational governance and compliance. 

Previously, Rose served as Country Manager for Bioversity International Uganda, where she managed HR, finance, and multi-country operational oversight, strengthened diplomatic host agreements with government, and enhanced organizational culture, performance management systems, and compliance structures across East and Southern Africa. Her earlier leadership roles include Acting Managing Director and Director HR & Operations at Wavah Broadcasting Services, HR & Administration Manager at Gem Engineering, and Graduate Registrar at Makerere University, where she contributed to academic administration and institutional systems strengthening. 

Rose has contributed to national labour and policy reform processes in Uganda, including modernization of the Employment Act, NSSF Act, TVET reforms, and the Retirement Benefits policy framework and she continues to provide governance and advisory support through national and institutional committees. 

Rose holds a Master of Management Studies and a Postgraduate Diploma in Human Resource Management from the Uganda Management Institute, a Postgraduate Diploma in Leadership Development and Board Competence from the Norwegian Confederation and Federation of Uganda Employers, and a Bachelor of Arts with Education from Makerere University, along with several professional certifications in leadership and governance, organizational development, and compliance.
