Carlos Borda

Carlos Borda is a Biologist and Microbiologist with a Master’s in Economics and 20+ years of experience in the design and implementation of economic incentives and financial mechanisms that enhance the sustainability of conservation projects in Colombia. He has led and contributed to the development of key incentive‑related laws and regulations, among them the Payment for Environmental Services (PES) Law, the National Carbon Tax, and national frameworks for Green Businesses and the Bioeconomy.

His portfolio includes the design and implementation of Water Funds, Additional Environmental Investments, carbon markets, works‑for‑taxes schemes, institutional platforms, and royalty‑funded projects supporting sustainable production and biodiversity conservation.
