Background

The Organization  

The Alliance of Bioversity International and CIAT deliver research-based solutions that harness agricultural biodiversity and sustainably transform food systems to improve people’s lives. Alliance solutions address the global crisis of malnutrition, climate change, biodiversity loss, and environmental degradation.

The Alliance works with local, national and multinational partners across Latin America and the Caribbean, Asia and Africa, and with the public and private sectors. The Alliance is part of CGIAR, a global research partnership for a food-secure future, dedicated to reducing poverty, enhancing food and nutrition security, and improving natural resources and ecosystem services.

The contracting Unit 

The CGIAR Hub for Sustainable Finance (or ImpactSF), hosted by the Alliance of Bioversity International and CIAT, was established in 2022 to build on the CGIAR scientific expertise and extensive network to accompany private investors through the transition to sustainable and climate resilient food, water, and land use systems. The OneSF mission is to address the barriers and bottlenecks that prevent finance flowing responsibly and ethically to solutions tackling this transition in the Global South. ImpactSF has three impact pathways (IPs); IP1) co-design and influence investments with public and private investors; IP2) strengthen project pipeline development and enable inclusive finance; IP3) improve the evidence of sustainable financing at all levels that contribute to transforming the financial ecosystem.

Purpose of the Consultancy 

ImpactSF requires short-term consultancy services from a service provider (i.e., a registered business / supplier company / entity) with strong financial modelling and impact measurement expertise to carry out three related tasks:

  • Impact Forecast: The impact forecast model should be developed in Microsoft Excel. The impact forecast model should contain three analytical layers: (i) portfolio-level investment assumptions by thematic area; (ii) impact coefficients (impact per USD invested, or 'Impact/$') derived from historical or impact proxy data (to be provided); and (iii) aggregated KPI outputs projected to 2030.
  • Logic review: Critically assess the model's end-to-end calculation logic to ensure it is internally consistent, methodologically sound, and fit for purpose
  • Quality Assurance and Quality Control: Provide real-life validation of the data tools developed by ImpactsSF. Simulating the needs of real-life situations, conduct test runs of the excel based tools in an integrated manner to ensure definitions, links and formulas are clear, work correctly and are effective.

The consultant will work closely with the ImpactSF team in the development and polishing of the finance tools.

Scope of Work and Deliverables 

The consultant is expected to complete the following deliverables (to be submitted to ImpactSF):

D1 – Model Integration & Re-linking 

Support the development of an impact forecast workbook containing Impact-$ derivation sheet drawing correctly from the impact thematic assumptions sheet.  

D1. Excel workbook draft (.xlsx) with all sheets fully linked and error-free. 

D2 – Logic Review & Documentation 

Review the end-to-end calculation logic of the model, from deal-level pipeline data through coefficient derivation to Impact-$ estimation, and fund-level KPI aggregation. Document the logic flow, discrepancies, or methodological concerns (if any).  Deliver the corrected and fully functional impact forecast model incorporating all revisions identified in D1 and D2. Ensure the Dashboard and 2030 Impact Forecast sheets update dynamically from revised inputs.  

D2.a. Short logic review memo (2–4 pages Word document) summarizing findings and any recommended corrections or future implications. 

D2.b. Final validated Excel workbook (.xlsx) with embedded comments and a one-page user guidance note. 

D3 – Validation across AGRI3 data tools. 

Provide brief inline notes/comments within the Excel files explaining key assumptions and linkage logic where needed. 

D3. Word doc with summary of comments included, mismatches, areas for improvement and recommendations. 

ImpactSF now invites eligible consulting firms to: 

1. Share a maximum of one page:  

  • indicating their interest in providing the consultancy services – providing relevant experience 
  • A technical proposal with the approach to the assignment and corresponding timeline (for each deliverable).  

2. Submit a financial proposal (quote) with the cost of completion of each of the three deliverables. 

3. Submit curriculum vitae (maximum three pages) for each of the company members that will contribute to the execution of the work. 

4. One example of a comparable Excel model or impact analysis tool produced by the candidate (or accessible link). 

5. Provide business license registration certificate.

Applications will be reviewed on a rolling basis. ImpactSF reserves the right to conduct a short technical screening exercise prior to contracting. Payment terms 

Payment will be in three installments; each tranche paid upon completion and approval of each of the three deliverables.
