Towards the emergence of an international network focused on agroecology and multi-functional landscapes. Mapping of existing initiatives and proposals for a learning framework
The Multifunctional Landscapes (MFL) Science Program of the CGIAR started in 2025. It promotes
holistic, agroecological approaches to transform agriculture, food systems, and ecosystem
management for sustainability, equity, and healthy diets. Engaging with existing MFL networks or
agroecosystem/agroecological living labs through its Community of Practice will strengthen capacity
and knowledge sharing, enable co-creation of evidence, and foster policy alignment. Joint actions,
including organizing regional and global events and collaborative research—expand outreach, will build
partnerships, and increase impact while facilitating inclusive participation and accelerating adoption of
sustainable landscape practices and solutions.
To support the MFL Area of Work on global engagement and learning, the present consultancy aimed
at contributing to the emergence of an international network focused on agroecology and multifunctional landscapes(International Network of Living Landscapes (INALL). Out of the various objectives
outlined for this constituency, the following two are covered in this report.
i) Map existing international initiatives outside MFL assess the quality and dynamism of such existing
networks, and whether they are compatible with the MFL initiative;
ii) Codevelop, conduct and analyse a comprehensive on-line survey to detect priority issues, desires
and needs for exchanges among MFL countries teams and identified international networks for
how the proposed MFL / AoW7 network may function;
iii) Co-organize a series of virtual regional meetings with members and partners of the MFL program;
iv) Contribute to developing a Participatory Monitoring, Evaluation and Learning framework (PMEL)
that would guide exchanges among MFL teams and stakeholders and allow to monitor its activities
and progress, based on a synthetic critical bibliographic review of key existing PMEL frameworks.
The other objectives of the consultancy related to interacting with the MFL countries teams about their
priority issues, desires and needs related to networking will be covered in a subsequent report, once
key decisions about the MFL work plan and priority countries for 2026 are confirmed
More specifically, this report presents the methods used to conduct the different activities. Findings
and recommendations are presented to inform the INALL network-building activities in 2026.
Specifically, the contributions made inform the envisaged MFL partnering efforts with complementary
international initiatives to establish collaboration and to conduct joint networking activities, and the
development and implementation of a Participatory Monitoring Evaluation and Learning framework
(PMEL) for INALL.
