Policy influence through scientific communities: Achievements and challenges in Colombia’s path to ratifying the International Plant Genetic Resources Treaty

This brief, the third of the Impact Brief Series by the PISA4I program of the Alliance of Bioversity International and CIAT, highlights the successful ratification of the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) in Colombia. After earlier attempts in 2004 and 2009 were hindered by political challenges, progress resumed in 2021 with the collaboration of an epistemic community composed of scientists, government officials, and technical experts. This group, supported by CIAT and the Alliance of Bioversity International, framed the Treaty as vital for agricultural sustainability, food sovereignty, and international cooperation. Their efforts culminated in the passage of Law 2285 in January 2023, with constitutional approval following in September 2023. This ratification opens opportunities for Colombia to access genetic resources and benefit-sharing mechanisms, vital for addressing food security and agricultural challenges posed by climate change and emerging diseases. The case underscores the importance of scientific communities in shaping public policy through strategic advocacy and technical collaboration.
