Opportunity Profile for Digital Climate Advisory Services (DCAS) in the Lake Region Economic Bloc (LREB), Kenya

This opportunity profile presents findings from a Digital Climate Advisory Services (DCAS) Training of Trainers workshop and implementation survey conducted across the 14 counties of Kenya’s Lake Region Economic Bloc (LREB). The study examined how climate advisory services are generated, disseminated, accessed, and financed, revealing a significant gap between farmers’ demand for climate information and their current access to advisory services. The largest unmet needs were identified in pest and disease alerts, market information, and early-warning services. While counties benefit from widespread use of WhatsApp and strong support from the Kenya Meteorological Services Authority (KMSA), challenges remain in digital inclusion, sustainable financing, staffing, coordination, and feedback mechanisms. The report highlights opportunities to strengthen the DCAS ecosystem through county-level training cascades, expanded use of inclusive communication channels, stronger two-way feedback systems, integration of digital public infrastructure and APIs, and diversified financing models
