IGAD Innovation Hub and AI-Powered Proposal Writer: Technical Report on Design, Implementation, and Development Pathway
The IGAD Innovation Hub is a web-based digital platform developed by the Alliance of Bioversity International and the International Center for Tropical Agriculture (CIAT) to support institutions in the region of the Intergovernmental Authority on Development (IGAD) in the Horn of Africa and East Africa. The platform uses artificial intelligence (AI) to reduce the time and specialized expertise needed to prepare competitive funding proposals. Its flagship and currently available tool, the Proposal Writer, guides users through a four-step workflow: consolidating the call for proposals and supporting information, reviewing and strengthening an initial concept, generating a proposal structure and workplan together with a full first draft, and reviewing and refining that draft section by section. Each step combines AI analysis with mandatory human review. The platform is built on a serverless, cloud-native architecture hosted on Amazon Web Services (AWS), and uses large language models (Anthropic Claude Sonnet 4.5 and Claude Haiku 4.5, and Moonshot AI Kimi K2.5) accessed through Amazon Bedrock, together with semantic indexing of user documents. An administrator Prompt Manager allows the instructions that drive every AI stage to be reviewed, edited, tested and audited without software changes. Additional tools envisioned for the Hub (Newsletter Generator, Report Generator, Policy Analyzer and Agribusiness Hub) are presented in the interface as forthcoming. This report documents the platform's purpose, functional workflow, technical architecture, AI logic, governance features and development pathway, and is intended as a reference for partners, future maintainers and programs considering adoption or extension of the platform.
