Harmonized Fertilizer and Agronomic Advisory Service (HaFAS) Ethiopia: From fragmented tools and blanket rates to a nationally governed advisory backbone.

The Harmonized Fertilizer and Agronomic Advisory Service (HaFAS) Ethiopia provides a nationally governed, evidence-based system for delivering site- and season-specific fertilizer and agronomic advice. Stewarded by the Ministry of Agriculture and EIAR, HaFAS integrates harmonized soil, climate, crop, topography, and management data with validated analytics and a common advisory engine delivered through web, mobile, and API-enabled platforms. Implementation has been documented in more than 150 districts, with 21,310 reported farmer-level implementations, while partner-enabled digital delivery has reached more than 175,000 users and over 500 districts. Evidence from 2024–2025 shows average yield gains of about 35% for sorghum, 31.5% for teff, 31% for wheat, and 7% for maize over existing extension recommendations. Building on this evidence and digital reach, HaFAS follows a phased scaling strategy targeting 2 million farmers by 2030, 4.56 million by 2035, and 6.85 million by 2040, with the aim of improving productivity, nutrient-use efficiency, fertilizer planning, and the consistency of agronomic advisory services across Ethiopia.
