HaFAS Ethiopia: Partner delivery to 2026, scaling Roadmap to 2040

Smallholder fertilizer recommendations often rely on generalized rates despite substantial variation in soils, climate, topography, and management conditions. Ethiopia's Harmonized Fertilizer Advisory Service (HaFAS) addresses this challenge through a nationally governed, evidence-based system for generating and delivering site- and season-specific fertilizer recommendations. HaFAS integrates harmonized data standards, analytics, field validation, advisory content, APIs, and feedback mechanisms within a common national architecture, while enabling delivery through public extension, research-extension, digital platforms, cooperatives, and private-sector channels. During 2024-2026, the Ethiopian Institute of Agricultural Research independently validated HaFAS at 3,954 sites across more than 150 districts in seven regions. Compared with the national blanket fertilizer recommendation, HaFAS increased grain yields by approximately 35% for sorghum, 31.5% for teff, 31% for wheat, and 7% for maize. The 2026 advisory was further strengthened using 53,379 quality-controlled observations from field trials and legacy datasets across these four major cereals. Partner delivery has also expanded substantially, with more than 21,311 farmers participating in implementation pathways during 2025-2026, over 253 research and extension personnel trained in 2026, and more than 175,000 farmers reached through partner-enabled digital channels between 2023 and 2026. Building on this evidence and delivery experience, HaFAS follows a phased scaling strategy to 2040, progressing from consolidation in validated areas to broader cereal-growing and mixed-farming systems while maintaining continuous validation, quality assurance, and learning. The HaFAS experience demonstrates how nationally owned, scientifically validated, and interoperable advisory systems can connect agronomic evidence with pluralistic delivery mechanisms to support responsible scaling of site-specific fertilizer recommendations.
