Documenting food system policy change in Son La, Vietnam: Preliminary findings from the Policy Process Documenting Framework (PPDF). Learning note

This learning note presents preliminary findings from the first application of the Policy Process Documenting Framework (PPDF) in Son La Province, Vietnam. The PPDF is a tool for documenting how food system policy change happens in practice, including how priorities are set, who participates, how sectors work together, and how decisions evolve from agenda setting to policy adoption and implementation. The note summarizes the Son La experience, highlights emerging strengths and areas for further improvement, and establishes a baseline for tracking how the provincial policy process develops over time.
