KEY MESSAGES

• MRV capacity is institutional as well as technical. Sustaining agricultural GHG inventories depends on clear mandates, working coordination, governance and reliable financing as much as better emission factors and activity data.
• One-size-fits-all support will not work; targeting will. A regional assessment of 33 Latin American and the Caribbean countries scored national AFOLU MRV systems and found substantial variation across institutional and technical domains.
• Evidence-based targeting tools now exist. A public country dashboard covering six capacity domains and a self-learning tool for inventory compilers allow funders and governments to direct each dollar where it delivers most.
