Análisis documental de las mesas técnicas agroclimáticas (MTA) en la Región del SICA

El presente documento constituye el Producto 1 de la consultoría “Diagnóstico de las Mesas Técnicas Agroclimáticas (MTA) en la Región del SICA”, desarrollada en el marco del proyecto GENERA+, financiado por el Banco Alemán de Desarrollo (KFW) y ejecutado por la Unión Internacional para la Conservación de la Naturaleza (UICN) junto con la Secretaría Ejecutiva del Consejo Agropecuario Centroamericano (SE-CAC), con el Centro Internacional de Agricultura Tropical (Alianza Bioversity-CIAT) como socio implementador, se realizó una revisión documental y una línea base regional actualizada al 2025 sobre la evolución, estado actual y avances de las MTA en los países miembros del SICA. La metodología combinó análisis de informes técnicos e institucionales, con énfasis en Guatemala, Honduras y Nicaragua, y consultas a actores clave para validar información sobre cobertura, gobernanza, funcionamiento e institucionalización. La línea base constituye el insumo para el Producto 2, orientado al análisis comparativo de modelos y a la definición de una hoja de ruta estratégica para el fortalecimiento e institucionalización de las MTA a nivel regional.

This document constitutes Product 1 of the consultancy “Diagnosis of the Agroclimatic Technical Committees (LTACs) in the SICA Region,” developed within the framework of the GENERA+ project, financed by the German Development Bank (KFW) and implemented by the International Union for Conservation of Nature (IUCN) together with the Executive Secretariat of the Central American Agricultural Council (SE-CAC), with the International Center for Tropical Agriculture (Alianza Bioversity-CIAT) as the implementing partner. A documentary review and an updated regional baseline to 2025 were conducted on the evolution, current status, and progress of the LTACs in the SICA member countries. The methodology combined analysis of technical and institutional reports, with an emphasis on Guatemala, Honduras, and Nicaragua, and consultations with key stakeholders to validate information on coverage, governance, operation, and institutionalization. The baseline serves as input for Product 2, which focuses on the comparative analysis of models and the definition of a strategic roadmap for strengthening and institutionalizing the LTACs at the regional level.
